Face painting makeup is water-based and will not survive these situations, as fun and durable as it is. Face painting makeup WILL survive light splashing and normal wear. But not the intesnse water wars...
Glitter tattoos will. These temporary tattoos are unlike anything you have probably seen before. They are not transfer or rub-on type temporary tattoos. I use self-adhesive stencils (which are available in a wide variety of designs, and I can custom-order whatever you can imagine if I have two weeks notice before your party). The stencil is filled in with an adhesive known as prosthetic adhesive, intended for use on the skin by makeup artists, and the adhesive has glitter sprinkled all over it in different cool color patterns. After the glitter is set in the adhesive, the stencil is removed and the cool, sparkley artwork will last for about a week if taken care of well (4-5 days seems to be about average on kids), regardless of water exposure.
Prosthetic adhesive is not water-based, though it is completely safe for use on the skin and is intended for such use. I use Kryolan's Prosthetic Adhesive #2 which is a very thin adhesive. These temporary tattoos are big hits with both girls and boys (yup, glitter with boys! In the finished design it doesn't look so much like body glitter as it does just a very shiney cool design). If a kid desires to remove the design early (and that's almost unheard of), they can be removed with 99% alcohol or baby oil and gentle rubbing. Be careful not to "sand" the skin with the glitter - ouch!
